Virginia State Board of Cosmetology

The Virginia Board for Barbers and Cosmetology is the single agency responsible for licensing and disciplining barbers, master barbers, cosmetologists, nail technicians, wax technicians, estheticians, master estheticians, tattooers, permanent cosmetic tattooers, and body piercers, along with the instructors, salons, spas, parlors, and schools connected to those trades. Like all of Virginia's occupational boards, it operates under DPOR, the umbrella agency that handles licensing, examinations, renewals, and complaint processing on the board's behalf.

The board itself is made up of licensed practitioners from its regulated professions plus citizen members, all appointed by the Governor to staggered four-year terms. Board members set policy, approve regulations, and rule on contested licensing and disciplinary matters at scheduled public meetings, but they do not work in the board office day to day — routine licensing, renewal, and phone support is handled by DPOR staff, and applicants and licensees are asked not to contact board members directly with case questions.

The board office is located at DPOR's Perimeter Center headquarters, 9960 Mayland Drive, Suite 400, Richmond, VA 23233. General office hours are 8:30 AM to 5 PM Monday through Friday, but to manage application volume the board's telephone call center currently limits Tuesday and Wednesday phone support to Noon–2 PM; Monday, Thursday, and Friday remain open 8:30 AM to 5 PM. Licensees can also reach the board by fax at (866) 245-9693 or by email at BarberCosmo@dpor.virginia.gov, and most routine transactions — renewals, address changes, and license lookups for most license types — can be completed online through DPOR's Online Services portal rather than by phone or mail.

Virginia issues personal licenses across a dozen disciplines — Barber, Master Barber, Cosmetologist, Nail Technician, Wax Technician, Esthetician, Master Esthetician, Tattooer, Permanent Cosmetic Tattooer, Master Permanent Cosmetic Tattooer, Body-Piercer, and Ear-Piercer — plus Instructor certificates and Facility (salon, spa, parlor) and School licenses. Every license and certificate issued under the board's regulations runs on the same cycle: it expires two years from the last day of the month in which it was originally issued, and Virginia does not require continuing education hours to renew. Virginia has also enacted legislation to join the multistate Cosmetology Compact, which is expected to ease license reciprocity for eligible cosmetologists once it activates.

Every license or certificate issued by the Virginia Board for Barbers and Cosmetology expires two years from the last day of the month in which it was issued — not on the licensee's birthday or a single shared statewide date. DPOR mails a renewal notice ahead of the expiration date, but board regulations are explicit that failing to receive that notice does not excuse a licensee from renewing on time.

Most license types can be renewed online through DPOR's Online Services portal (all license types except Apprentice Body-Piercer and Apprentice Tattooer). Renewing by mail requires sending the renewal fee — payable by check or money order to the "Treasurer of Virginia" with the license number written on the payment — to the board office at 9960 Mayland Drive, Suite 400, Richmond, VA 23233. Licensees who have moved should also submit an Address Change Form along with their renewal. A license cannot be used to practice in Virginia once it has expired, and all fees are nonrefundable.

Board regulations allow a 30-day grace period after the expiration date before an added penalty applies; after that window, a lapsed license requires paying the full reinstatement fee, which is double the standard renewal fee and covers both the missed renewal and the reinstatement penalty. Whether a renewal is on time is determined by the date DPOR actually receives it, not the postmark date.

If a license or certificate lapses for more than two years past its expiration date, reinstatement is no longer available — the former licensee must apply as a brand-new applicant and meet all current entry requirements, including current exam and training standards, to practice again in Virginia.

Complaints against Virginia barbers, cosmetologists, nail technicians, estheticians, tattooers, body piercers, salons, spas, and schools are handled by DPOR's Compliance and Investigations Division, the same unit that processes complaints for all of DPOR's regulated professions. To be investigated, a complaint about an alleged violation of board statutes or regulations generally must be received within three years of the incident, or within two years of discovering a material misrepresentation or concealment. Once filed, DPOR's Complaint Analysis & Resolution section reviews the report to determine whether it falls within the board's authority and whether the evidence suggests a probable violation; from there, a case may be closed, resolved through voluntary Alternative Dispute Resolution, referred to Investigations for a formal Report of Findings, or result in disciplinary action such as remedial education, fines, probation, or license suspension or revocation. DPOR cannot force a business to issue refunds or other personal remedies — that typically requires private legal action.

DPOR will accept anonymous complaints but cannot guarantee anonymity, since closed complaint files are subject to public disclosure under Virginia law. Anyone who wants to remain anonymous should avoid including identifying information on the complaint form or in any supporting documents submitted with it.
