Florida State Board of Cosmetology

The Florida Board of Cosmetology is a seven-member board — five licensed cosmetologists and two laypersons, all appointed by the Governor to four-year terms — that operates under the Department of Business and Professional Regulation (DBPR) rather than as a fully independent agency. The board regulates roughly 282,300 individual licensees and 31,900 licensed salons statewide under Chapter 477 of the Florida Statutes and Rule 61G5 of the Florida Administrative Code, and it meets about four times a year to review applications, rulemaking, and disciplinary cases.

DBPR's Board of Cosmetology is headquartered at 2601 Blair Stone Road, Tallahassee, FL 32399, alongside the department's other professional boards. Nearly all licensing, renewal, and complaint activity is handled through the department's MyFloridaLicense.com online portal rather than in person; mailed applications and renewal payments go to the same Tallahassee address, in care of the Central Intake Unit.

The Customer Contact Center answers phone questions Monday through Friday, 8 AM to 5 PM Eastern, and DBPR notes that call wait times are typically shortest between 8 and 10 AM or 3:30 and 5 PM. Florida licenses five personal and salon categories under this board: Cosmetologist, Nail Specialist, Facial Specialist, Full Specialist (a combined nail-and-facial credential), and Cosmetology Salon. A licensed cosmetologist does not need separate nail or facial registrations, since the full cosmetology license already covers those services. Personal licenses renew every two years on a staggered October 31 schedule split into two license groups, and renewal requires 10 hours of continuing education; salon licenses renew every two years on November 30 with no continuing education requirement. Barbering is licensed separately by Florida's Board of Barbering under a different chapter of state law and is not covered by the Board of Cosmetology.

Cosmetologist, Nail Specialist, Facial Specialist, and Full Specialist licenses run on a two-year cycle that ends on October 31, split into two groups — Group 1 licenses expire in odd years and Group 2 licenses expire in even years — so which year a given license falls in depends on when it was originally issued. Cosmetology Salon licenses run on a separate two-year cycle ending November 30 of even years.

DBPR emails a renewal notice roughly 90 days before a personal license expires, once the renewal window opens. Renewing online through MyFloridaLicense.com is the fastest option; licensees can also mail a completed renewal notice with a check to the department's Tallahassee address, though mailed renewals are not processed until continuing education is verified as complete.

Cosmetologists, nail specialists, facial specialists, and full specialists must complete 10 hours of board-approved continuing education before renewing — including specific minimums in HIV/AIDS, sanitation and sterilization, OSHA, workers' compensation, and laws and rules — from a board-approved CE provider; courses from unapproved providers, including some state health department courses, do not count. Salon renewals do not require continuing education, just the $45 renewal fee.

A license that goes null and void for non-renewal can potentially be reinstated by filing a reinstatement application, paying the required fee, and documenting the illness or economic hardship that prevented timely renewal. Licensees can also request inactive status; moving from active to inactive costs a $5 processing fee, while reactivating from inactive to active costs $50 and requires proof of the same continuing education that would have been due for the missed renewal period.

The Florida Board of Cosmetology, through DBPR, investigates complaints against licensed cosmetologists, nail specialists, facial specialists, full specialists, and cosmetology salons for issues such as sanitation violations, unlicensed practice, and other conduct that violates Chapter 477 of the Florida Statutes. The department's authority is administrative — it can reprimand, fine, place a licensee on probation, or suspend or revoke a license — but it does not resolve fee disputes, workmanship disagreements, or other civil matters, which require a private attorney.

Complaints against a licensed cosmetologist or salon can be filed online at MyFloridaLicense.com or by calling the Customer Contact Center at (850) 487-1395. Complaints about unlicensed activity — someone performing cosmetology services without a Florida license — go through a separate toll-free hotline at 1-866-532-1440 or the same online complaint form. All written communications DBPR receives are treated as public record under Florida law unless a specific statutory exemption applies.

Once a complaint is filed, DBPR's Division of Regulation reviews it and may assign an investigator, conduct a salon inspection, or request records before determining whether the matter falls within the board's jurisdiction. Licensees who are the subject of a case receive notice by mail, and any board hearing related to an application or disciplinary matter is open, though attendance by the affected party is not strictly required.
