New York State Board of Cosmetology

New York regulates the beauty industry through the Division of Licensing Services, a unit of the Department of State rather than a standalone appointed board. The division licenses individuals under the state's Appearance Enhancement Law — cosmetologists, estheticians, nail specialists, natural hair stylists, and waxing specialists — as well as barbers, barber apprentices, and the businesses where they work, including Appearance Enhancement Businesses/Area Renters and Barber Shop Owner/Area Renters.

The division's main office is at 1 Commerce Plaza, 99 Washington Avenue, 6th Floor, in Albany, with a second Customer Service Center at 123 William Street in New York City and a general mailing address of PO Box 22001, Albany, NY 12201-2001. Licensing moved to a new online system, New York Business Express (NYBE), and every licensee — including those who held an account under the old system — must "claim" their license or application under a NY.GOV ID before they can renew, apply, schedule an exam, or make a change online.

Phone support through the Division's Call Center runs Monday through Friday from about 8:45 AM to 4:30 PM, closed on legal holidays; deaf, hard-of-hearing, and speech-disabled callers can reach the office through 7-1-1. The Albany Customer Service Center offers in-person walk-in service Monday through Friday, 9 AM to 4:30 PM. General questions can also be routed through the Licensing Contact Form on the division's website, and license-specific application questions can be emailed to beauty@dos.ny.gov.

New York issues personal licenses in five appearance-enhancement disciplines — Cosmetology, Esthetics, Nail Specialty, Natural Hair Styling, and Waxing — plus separate Barber, Barber Apprentice, and Barber Shop Owner/Area Renter licenses, and Appearance Enhancement Business/Area Renter licenses for salons and spas. Every one of these personal and business licenses runs on a four-year term, and the division does not publish a continuing-education requirement for renewal.

A New York cosmetology license (and every other Appearance Enhancement or barbering license the division issues) is valid for four years from the date of issuance. Licenses become eligible for renewal 90 days before the expiration date printed on the license itself.

Renewal is not automatic and must be completed online through the NY Business Express portal. A licensee first has to claim their existing license record — using their name, license or application ID, and either a NY.GOV ID or Social Security number and date of birth — before the system will let them renew. Once claimed, renewing means logging into Business Express, navigating to "My Dashboard," locating the license under "Individual License Information," and selecting "Renew License." Business licenses, such as an Appearance Enhancement Business or Barber Shop, follow a similar path under "My Business Details."

A $10 late-renewal penalty applies if the license is renewed more than one year after it expires. Renewal applications are reviewed before a license is reissued — submitting the online renewal generates only a confirmation that the request was received, not proof that the license itself has been renewed; a separate email confirms once the license is actually issued.

A license that has lapsed can generally still be renewed online for up to five years past its expiration date. Once a license has been expired for more than five years, its status changes to inactive and it is no longer eligible for online renewal — the holder must reapply as a new applicant, which can include retaking the required licensing exams.

The Division of Licensing Services investigates complaints alleging that a licensee — a cosmetologist, esthetician, nail specialist, natural hair stylist, waxing specialist, barber, salon, or barber shop — has acted in an untrustworthy or incompetent manner. A licensee found in violation of the law is subject to reprimand, fine, license suspension, or revocation, and both the complainant and the licensee are kept informed as the case proceeds.

To file a complaint, a member of the public must print and complete the Preliminary Statement of Complaint form and attach supporting documentation, such as receipts, contracts, or applications. Completed forms can be mailed to the Division of Licensing Services, Complaint Review Office, PO Box 22001, Albany, NY 12201-2001, or emailed to Complaints@dos.ny.gov (attachments capped at 10MB); that inbox only accepts completed complaint forms, not general inquiries.

Because the complaint form requires the complainant's identifying information and supporting documentation, complaints are not filed anonymously. Once submitted, the division reviews the complaint and opens an investigation to determine whether disciplinary action against the licensee is warranted.
