Rhode Island State Board of Cosmetology

The Rhode Island Board of Hairdressing & Barbering licenses and disciplines hairdressers/cosmetologists, barbers, estheticians, manicurists, and instructors under Rhode Island General Laws Title 5, Chapter 5-10. Rather than operating as a stand-alone agency, the board functions within the Rhode Island Department of Health (RIDOH), so licensing, renewal, and complaint processing all run through RIDOH's centralized professional licensing system.

The board's office is Room 105A at RIDOH's Cannon Building, 3 Capitol Hill in Providence. Phone support for the licensing unit runs Monday through Friday, roughly 8:30 AM to 3:30 PM, at the same number used for RIDOH's general health professional licensing line, 401-222-5960, which the department keeps staffed until 4:30 PM. There is no dedicated walk-in counter for cosmetology licensing; visitors to the Cannon Building check in with security at the main entrance and are escorted to the office they need.

Rhode Island issues five personal license types under this board: Hairdresser/Cosmetologist and Barber, each requiring 1,000 hours of training; Esthetician, requiring 600 hours; Manicurist, requiring 300 hours; and Instructor, open to applicants who have held one of the other licenses for at least three years and completed 300 hours of approved teacher training. The board also licenses hair design shops, esthetics shops, manicuring shops, and barber shops, each of which must register a licensed manager responsible for day-to-day compliance. Electrology is tested through the same PSI exam vendor but is licensed under a separate statute (RIGL Title 5, Chapter 5-32) and is not part of this board's personal-license roster.

Personal licenses run on a fixed two-year cycle rather than a birthday-based one: every license expires on September 30 of either an odd or even year, depending on when it was first issued, and renewal is due by that date. Rhode Island does not require continuing education hours to renew a hairdressing, barbering, esthetics, or manicuring license.

Every Rhode Island hairdresser/cosmetologist, barber, esthetician, manicurist, or instructor license expires on September 30, following a fixed odd-year or even-year schedule set when the license was first issued rather than a birthday-based cycle. RIDOH mails renewal notices roughly 60 days ahead of that expiration date.

To renew, licensees submit a renewal application along with the $25 renewal fee to the department on or before September 30 of their renewal year, most commonly through the state's online licensing portal at healthri.mylicense.com. Once the department processes a completed renewal, the new license takes effect October 1 and runs for two years, through the following September 30.

Rhode Island does not require continuing education for renewal in any hairdressing, barbering, esthetics, or manicuring discipline. Licensees who miss the September 30 deadline can still renew afterward by paying the standard renewal fee plus a $25 late fee for each renewal cycle the license has lapsed, up to a maximum of $100 in late fees, so a longer-lapsed license costs more to bring current.

RIDOH investigates complaints against licensed hairdressers/cosmetologists, barbers, estheticians, manicurists, instructors, and licensed shops for issues such as sanitation violations, unlicensed practice, and other conduct that violates state licensing law. The department does not investigate fee or billing disputes, which are instead handled by the RI Attorney General's consumer protection office, or complaints about personality conflicts or general customer service.

Complaints are filed online: a complainant looks up the business or licensee by name through RIDOH's licensee complaint tool, confirms it is the correct listing, and submits the details of the complaint. The named licensee is notified and given a copy of the complaint with a chance to respond, unless the complainant specifically asks to remain anonymous.

Investigations are kept confidential and can take several months, particularly if records need to be subpoenaed, and can end in no action, a letter of concern, or a recommendation for discipline that the licensee may accept or contest at an administrative hearing.
