Oklahoma State Board of Cosmetology

The Oklahoma State Board of Cosmetology and Barbering (OSBCB) is the sole state agency responsible for licensing and regulating cosmetologists, barbers, estheticians (facialists), nail technicians (manicurists), instructors, threading and eyelash-extension technicians, hairbraiders, demonstrators, and massage therapists, along with the salons, barbershops, and schools where they work. The board also inspects licensed establishments and enforces Oklahoma's cosmetology and barbering law.

OSBCB's office is located at 2401 NW 23rd Street, Suite 74, inside the Shepherd Center in Oklahoma City. Staff are available by phone at (405) 521-2441 Monday through Friday from 7:30 a.m. to 5:00 p.m., and general questions can be emailed to OSBCB@cosmo.ok.gov. In November 2024 the board moved licensing to a new self-service online portal; every licensee, even those who used the old system, must register a new account through the Applicant Portal before they can renew, print a license, or update their information.

The board regulates several personal-license disciplines, each tied to a minimum training-hour requirement: Cosmetology and Barbering each require 1,500 hours of study, while Esthetics/Facial and Manicuring/Nail Technology each require 600 hours. Instructor licenses (Master Cosmetology/Barber, Facialist/Esthetics, and Manicurist/Nail Technician) require 1,000 hours of instructor-specific training and an existing license in the discipline taught. The board also issues Establishment licenses for salons and shops and School licenses for training programs.

Personal licenses in Oklahoma traditionally expired every year on the last day of the licensee's birth month (owner-only salon licenses instead expire every June 30). Effective November 1, 2025, the board moved most personal licenses to a standard two-year renewal cycle, roughly doubling the renewal fee accordingly. Oklahoma does not publish a continuing-education requirement for license renewal — renewal is based on paying the applicable fee on time rather than completing coursework.

Most Oklahoma cosmetology-related licenses now renew every two years rather than annually, a change the board implemented effective November 1, 2025. Renewal still lines up with the licensee's birthday: a license expires on the last day of the holder's birth month, except owner-only salon licenses, which expire every June 30 regardless of birthday.

Renewals are processed through OSBCB's online Licensee Portal, which replaced the board's previous renewal system in November 2024 — licensees who have not used the new portal must register through the Applicant Portal before they can renew online. Renewals can also be completed by mail using a cashier's check, money order, or business check from a licensed OSBCB business; personal and temporary checks are not accepted. Applicants who have lost their mailed renewal slip should include a note with their name, address, phone number, and date of birth along with an added $5 fee.

Under the board's current fee schedule, most individual licenses (Cosmetologist, Barber, Esthetician/Facialist, and Manicurist/Nail Technician) renew for $80 for the two-year term. Instructor licenses run higher — $90 for Facialist/Esthetics and Manicurist/Nail Technician instructors, and $130 for Master Cosmetology/Barber instructors. A license renewed more than two months after expiration is subject to an additional $10 late penalty.

A license that has lapsed for up to five years can generally be reinstated by paying back fees and penalties. After five years, Oklahoma law requires the licensee to complete a specified number of review hours in a school or apprenticeship and retake both the written and practical portions of the licensing exam before the license can be reissued.

OSBCB investigates complaints against licensed cosmetologists, barbers, estheticians, nail technicians, instructors, and the salons, shops, and schools they work in. Common complaint subjects include health and sanitation violations, unlicensed practice, and other breaches of Oklahoma's cosmetology and barbering law; the board backs this up with in-person inspections, since every licensed establishment is inspected at least twice a year for safety and sanitation compliance.

Unlike states that accept complaints through an online portal, Oklahoma requires a signed and notarized Complaint Form (Form 601). The completed, notarized form is emailed to the board or mailed to its Oklahoma City office; the board states that an investigation will only begin once it receives a properly signed and notarized complaint, so anonymous complaints are not accepted.

The board also warns licensees and salon owners that it will never call or visit an establishment demanding money, and it asks anyone contacted by a scammer posing as the board to report the incident immediately. When a violation results in a fine, the board sends written notice detailing the violation and the fine procedure.
