Ohio Cosmetology License Requirements

Ohio requires 1,500 hours of cosmetology training at an Ohio-licensed school and passage of the board's own theory and practical examinations. Unlike most states, Ohio administers its own exams rather than contracting with PSI or Pearson VUE. Here are the steps:

1. Enroll in an Ohio-licensed cosmetology school. Confirm your school is licensed by the Ohio State Cosmetology and Barber Board before enrolling.
2. Complete 1,500 hours of cosmetology training. Your school tracks and reports completed hours to the board upon graduation. The curriculum covers hair, skin, and nail services plus Ohio laws and infection control.
3. Complete the Human Trafficking Recognition Training. All Ohio licensees must complete a 1-hour course on recognizing Human Trafficking through the Public Safety Training Campus (PSTC). This includes a quiz that must be passed before applying.
4. Apply for examination through eLicense Ohio. Create an account at elicense.ohio.gov and submit your examination application. The exam fee is $40.00.
5. Pass the theory examination. The theory exam covers cosmetology sciences, Ohio laws and rules, and infection control. Administered at the board's Dublin examination center.
6. Pass the practical examination. The practical exam tests hands-on competency in hair, skin, and nail services using a mannequin. Review the board's Testing Information Packet (TIP) for supply lists and setup guidelines.
7. Receive your Ohio cosmetology license. After passing both exams, apply for your initial license ($45.00 fee). Ohio cosmetology licenses expire on January 31 of odd-numbered years.

Ohio requires 1,500 hours of cosmetology training at a school licensed by the Ohio State Cosmetology and Barber Board. The cosmetology program covers hair, skin, and nail services. Training programs must include the following subject areas:

• Hair services: Haircutting, coloring, permanent waving, chemical relaxers, braiding, and styling techniques
• Skin care: Facials, makeup application, skin analysis, and basic esthetics
• Nail services: Manicures, pedicures, and nail enhancements
• Infection control and safety: Ohio-specific disinfection procedures, universal precautions, and safety protocols for salon environments
• Ohio laws and rules: Board regulations, scope of practice, and professional conduct standards under ORC Chapter 4713 and OAC Chapter 4713

Work Permits

Ohio offers a work permit ($15.00) that allows exam applicants to practice under supervision while waiting for their scheduled exam date. Only one work permit is issued per applicant, and it expires on the date of the originally scheduled examination. Rescheduling does not extend the work permit. The work permit application must be uploaded as "Additional Information" to your examination application through eLicense Ohio.

Out-of-State and International Training

For out-of-state licensees, Ohio offers reciprocity (see Reciprocity section). For international applicants, training hours must be substantially equivalent — at minimum 80% of Ohio's required hours (1,200 hours for cosmetology). International credentials must be evaluated by Aequo International, the only credential evaluation service accepted by the board.

Ohio administers its own cosmetology licensing examinations — the state does not use PSI Exams, Pearson VUE, or Prometric. Both theory and practical exams are conducted at the board's examination center at 5025 Bradenton Ave., Suite 130, Dublin, OH 43017.

Theory Examination

The theory exam covers cosmetology sciences, Ohio laws and rules, and infection control. The exam fee is $40.00. Testing Information Packets (TIPs) are available on the board website for each license type, covering study topics and exam format.

Practical Examination

The practical exam assesses hands-on competency in core cosmetology services using a mannequin. The board provides detailed guidelines including:

• Exam setup and workstation guidelines
• Required supply list and labeling requirements
• Infection control procedures for exam day
• Dress code and admittance information
• Universal precautions requirements

Practical exam videos are available on the board's YouTube channel for cosmetology, esthetics, manicuring, and barber exams.

Scheduling and Policies

After your exam application is approved through eLicense Ohio, you receive an email indicating you are eligible to schedule. Available dates appear on the calendar once eligible. To reschedule, log into your eLicense account and select "Request to Reschedule." Cancellations must be emailed to examcancellation@cos.ohio.gov — phone or voicemail cancellations are not accepted. No-show applicants must pay a reschedule fee. ADA accommodations are available upon request.

Ohio cosmetology licenses renew on a two-year (biennial) cycle. All cosmetology and branch licenses expire on January 31 of odd-numbered years (2027, 2029, 2031). The renewal fee is $65.00. Ohio requires 4 hours of continuing education (CE) per renewal period.

Continuing Education Requirements

Ohio's 4 required CE hours are structured as follows:

• 1 hour — Laws and Rules (FREE, provided directly by the board at cos.ohio.gov)
• 3 hours — Infection Control and Safety (through board-approved CE providers)

CE completion is verified through CE Broker. Ensure your hours are reported in CE Broker before submitting your renewal application. First-time renewals are exempt from the CE requirement.

How to Renew

Renew online through eLicense Ohio at elicense.ohio.gov:

1. Verify your email and phone information are current in your eLicense account.
2. Complete all required CE hours and confirm they are recorded in CE Broker.
3. Log in and submit your renewal application.
4. Pay the $65.00 renewal fee.

Late Renewals and Reinstatement

If you miss the January 31 deadline, a $45.00 late fee applies in addition to the $65.00 renewal fee. Licenses expired for more than two years may require re-examination. Contact the board at (614) 466-3834 or ohiocos@cos.ohio.gov for reinstatement requirements.

The Ohio State Cosmetology and Barber Board regulates multiple license types with varying training hour requirements and scopes of practice:

Advanced Licenses

Ohio offers advanced-level licenses for experienced practitioners who pass an additional theory examination. Advanced license types include Advanced Cosmetologist, Advanced Hair Designer, Advanced Natural Hair Stylist, Advanced Esthetician, and Advanced Manicurist. No additional training hours are required beyond the base license.

Instructor Licenses

Cosmetology Instructor and Barber Instructor licenses allow practitioners to teach in Ohio-licensed schools. Applicants must hold an active practitioner license and pass the instructor theory examination.

Boutique Service Registrations (No Training Required)

Ohio offers free Boutique Service Registrations for four limited-scope services:

• Braiding — Intertwining hair in systematic patterns; may include twisting, locking, or crochet with added hair
• Makeup Artistry — Application of cosmetics for skin beautification (does not include lash application)
• Threading — Hair removal using a single strand of thread and astringent (no chemicals or wax)
• Shampooing — Cleansing, rinsing, or conditioning hair

Boutique registrations are free to obtain, expire January 31 of odd-numbered years, and require the registrant to work within a licensed salon facility.
