How to Get a Barber License in Ohio

Ohio licenses barbers through the Ohio State Cosmetology and Barber Board, under Chapter 4709 of the Revised Code. Cosmetology sits separately in Chapter 4713, and the two were administered together long before most states merged their boards.

House Bill 158 Rewrote a Great Deal in 2024

Before anything else: HB 158 was signed by Governor DeWine on 24 July 2024 and took effect on 24 October 2024, changing the age requirement, the student registration process, the consequences of failing the examination, the curriculum format, how hours expire, what a licence looks like, and what school licences cover. Anything written before late 2024 is likely wrong on several of these.

1,800 Hours — or 1,000 If You Are Already a Cosmetologist

Section 4709.07(A)(5) gives two routes:

  • 1,800 hours of board-approved training from a school; or
  • 1,000 hours of board-approved training from a school plus a current cosmetology or hair designer licence issued under Chapter 4713.

At 1,800 hours Ohio ties Michigan and Nebraska for the longest barber course in the country. The 800-hour discount for existing cosmetologists and hair designers is correspondingly one of the larger crossover credits.

The Age Dropped From 18 to 16

One of HB 158's clearest changes: the age to qualify to take a barber examination and become licensed changed from at least 18 to 16 years of age, effective 24 October 2024.

Photograph and Fingerprints

Ohio requires something few states do. An applicant must, notwithstanding section 4798.05 of the Revised Code, submit to having a photograph and biometric fingerprint scan taken by the board, alongside a photocopy of a current driver's licence or other proof of legal residence and an oath verifying that the information in the application is true.

Barber Students No Longer Register Separately

HB 158 removed the requirement that a barber student apply to the Board and pay a $40 registration fee for a registration card. Enrolment is now submitted to the Board by the school monthly, via an Excel spreadsheet through a secure email process.

Training Requirements

Ohio requires at least 1,800 hours of board-approved training, or 1,000 hours plus a current cosmetology or hair designer licence.

Incomplete Hours Now Expire at Five Years

One of HB 158's more consequential changes for anyone who started and stopped. Incomplete hours obtained in barber school will expire after 5 years instead of being percentage based. Completed hours will not expire.

The old percentage-based rule was harder to plan around. The new position is simple: finish the course and your hours are permanent; leave partway and you have five years to come back.

Failing Twice No Longer Sends You Back to School

This is the change most worth knowing. Under the old regime, barber students who failed the examination twice, or did not reschedule a failed examination within 90 days, had to return to school for 200 hours.

HB 158 removed that requirement entirely. If you are working from older material warning about 200 remedial hours, it no longer applies.

Certifications Before the Clinic Floor

Running the other way, HB 158 added a checkpoint: barber students will need to successfully complete the training and pass a theory and practical test prior to providing that service on the clinic floor. Services are unlocked individually as competence is demonstrated.

The Curriculum Format Now Matches Cosmetology

The barber curriculum format was changed to match the current cosmetology format, effective 24 October 2024, which is part of a broader alignment of the two programmes.

Internships

HB 158 made barber programmes eligible to use the internship programme for barber students, extending to barbering an option previously available on the cosmetology side.

One School Licence Now Covers Both

There is no longer a separate barber school and cosmetology school licence. There is one "School" licence, with the different programmes approved for that school, and school licences expire 31 January of each odd-numbered year.

Barber Exam Requirements

The Ohio State Cosmetology and Barber Board examines applicants and issues the licence to anyone who passes and pays the licence fee.

You Only Retake What You Failed

Section 4709.07(C) is explicit: an applicant who fails any part may reapply for examination and pay the required reexamination fee, and is only required to take that part or parts of the examination that the applicant did not pass.

And You Can Ask Why You Failed

A provision few states have. The board shall provide to an applicant, upon request, a report which explains the reasons for the applicant's failure to pass the examination. If you fail, ask for it.

Pre-Examination Work Permits

HB 158 introduced these effective 24 October 2024: barber students will be permitted to apply for a pre-examination work permit during the examination application process. You can start earning while the examination is pending.

What You Submit

  • A photocopy of a current driver's licence or other proof of legal residence
  • An oath verifying that the information in the application is true
  • Submission to a photograph and biometric fingerprint scan taken by the board
  • The application fee

Coming From Another State

Section 4709.07(E) requires the board to issue a barber licence in accordance with Chapter 4796 — Ohio's universal licensure recognition law — if either:

  • The applicant holds a licence to practise barbering in another state; or
  • The applicant has satisfactory work experience, a government certification, or a private certification as a barber in a state that does not issue that licence.

That second limb matters for barbers from states with no barber licensing at all — Ohio will recognise documented experience or certification instead.

How to Renew Your Ohio Barber License

Ohio administers barber renewals through eLicense. Barber renewals opened on 3 May 2026, and the Board asked licensees to verify that their email and phone information are up to date in their eLicense account — which matters more than it used to, for the reason below.

Your Licence Is Now an Email, Not a Card on the Wall

Under HB 158, barber licences will no longer be printed and posted. An electronic version of the barber licence will be emailed to each individual barber.

But section 4709.07(D) still requires that every licensed barber shall maintain the board-issued, wallet-sized licence or electronically generated licence certification and a current government-issued photo identification that can be produced on inspection or request.

Two documents, on you, at work: the licence in whichever form you hold it, and photo ID.

Escrow: an Inactive Status at a Reduced Fee

HB 158 introduced an option for barbers stepping away temporarily. Barbers will have the option to place their licence in an Inactive/Escrow status during a renewal period. Escrow is an Inactive status used when an individual wishes to maintain a licence but is not currently working as a barber. This status is offered at a reduced renewal fee.

If you are taking time out, escrow is cheaper than lapsing and restoring.

Free Laws and Rules Course

The Board publishes a free Laws & Rules course for individual licensees. Ohio does not impose a continuing education requirement on barber renewal, but the course is available at no cost.

Instructor Licences Were Renamed

Barber Teacher and Assistant Barber Teacher licences became Barber Instructor and Assistant Barber Instructor. The Board is clear that this is a change in name only and does not impact the scope of practice.

The professions remain separately defined in statute even though one board administers them and, since HB 158, one school licence covers both kinds of programme.

Cosmetologists and Hair Designers Get a Shortcut

Section 4709.07(A)(5) recognises a current cosmetology or hair designer licence as worth 800 hours against the barber requirement. Ohio licenses hair designers as a distinct credential under Chapter 4713, and both qualify for the reduced route.

Universal Licensure Recognition

Ohio routes out-of-state barbers through Chapter 4796, its universal recognition law, which covers not only licensed barbers but people with satisfactory work experience, a government certification, or a private certification from states that do not license barbering at all.

Identification on Demand

Section 4709.07(D) obliges a licensed barber to be able to produce, on inspection or request, both the licence — wallet-sized or electronic — and current government-issued photo identification. Ohio pairs the credential with proof of who is holding it.
