Iowa Cosmetology License Requirements

Iowa licenses barbers and cosmetologists under a single unified "barber and cosmetologist" license, created when House File 652 merged the two boards on July 1, 2023. All applicants must complete 1,550 hours of training at a board-approved or nationally accredited school and pass the NIC national theory examination.

Steps to Get Your Iowa Cosmetology License

1. Enroll in a board-approved school. Choose an Iowa-licensed cosmetology school or a nationally accredited barbering and cosmetology program. Iowa maintains a licensed school list on the DIAL website.
2. Complete 1,550 hours of training. Finish the required curriculum covering the core life sciences, barbering and cosmetology theory, and practical skills. Core curriculum hours can transfer between practice disciplines.
3. Have your school submit your transcripts. Your school must send an official transcript or diploma directly to the Board confirming your graduation date and completion of required hours. You do not submit this yourself.
4. Register for and pass the NIC theory exam. Iowa requires the NIC national theory examination administered by PROV (provexam.com). The minimum passing score is 75%. Pay your exam fee directly to PROV. If you took the exam in another state, the testing service must send results directly to the Iowa Board.
5. Submit your license application and fee. Apply online through the IBPL portal at amanda-portal.idph.state.ia.us/ibpl/portal. The application fee is $60.00 (nonrefundable). Documentation and questions may be emailed to plpublic@idph.iowa.gov.
6. Apply for a shaving certification if needed. Iowa's barber and cosmetologist license does not automatically authorize razor shaving. To perform shaving services, you must separately obtain a shaving certification by passing the NIC barber practical exam or completing a 40-hour board-approved shaving program. The certification fee is $25.00.

Licensure by Endorsement (Transfer from Another State)

If you hold an active license from another state, you may apply for licensure by endorsement rather than starting from scratch. Iowa requires that you have held an active license in the other jurisdiction for at least 12 months during the past 24 months. Provide an official license verification directly from the other state's board to the Iowa Board. Apply online through the IBPL portal and pay the $60.00 application fee.

Iowa sets minimum training hours by license type at board-approved or nationally accredited schools. All programs must be completed at a school licensed by the Iowa Board of Barbering and Cosmetology Arts & Sciences or a nationally accredited institution.

Core Curriculum and Hour Transfers

Iowa's rules recognize a "core life sciences curriculum" as the foundational science component required across all practice disciplines except nail technology. Core curriculum hours are fully transferable between practice disciplines (IAC 481—940.4(2)). This means if you hold an esthetician license and later pursue a full cosmetology license, your core hours will count toward the cosmetology total.

Apprenticeship Pathway

Iowa recognizes an apprenticeship pathway to licensure. Apprenticeship graduates must have the Iowa Office of Apprenticeship submit a certificate of completion directly to the Board to satisfy the education requirement. The same examination and application requirements apply.

Natural Hair Braiding

Iowa does not require training hours or a license to braid natural hair commercially. Natural hair braiders must register on the Iowa Natural Hair Braiding Registry — a free registry with no education or exam requirements.

Iowa requires the NIC national theory examination for initial licensure in all practice disciplines. The exam is administered by PROV (provexam.com), the testing service contracted by the National-Interstate Council of State Boards of Cosmetology (NIC). The minimum passing score is 75%.

• Iowa requires the NIC theory exam for: barber and cosmetologist, esthetician, nail technologist, electrologist, and instructor applicants.
• Out-of-state exam results must be sent directly from the testing service to the Iowa Board — the applicant cannot forward them.

No Standard Practical Exam Required

Iowa does not require a separate practical (hands-on) examination for initial licensure of barbers and cosmetologists (IAC 481—940.3(4)). Applicants who graduated on or after July 1, 2023 are required only to pass the national theory examination. This distinguishes Iowa from many other states that maintain both written and practical exam requirements.

Shaving Certification Exam

Razor shaving is classified as a "prescribed practice" in Iowa, meaning it requires a separate board-issued certification. To obtain a shaving certification, licensees must complete one of the following:

• Pass the NIC barber practical exam (administered by PROV); or
• Complete a 40-hour shaving program at an Iowa-licensed cosmetology school, then submit a completed certification application and the $25.00 fee to the Board.

Barbers who held an Iowa barber license issued before July 1, 2023 are exempt from the shaving certification requirement.

Iowa cosmetology, barber, esthetician, nail technologist, and electrologist licenses renew on a biennial (2-year) cycle. The renewal period runs from April 1 of one year through March 31 two years later. The renewal fee is $60.00 for all individual licenses.

How to Renew

1. Log in to the IBPL Online Licensing Portal at amanda-portal.idph.state.ia.us/ibpl/portal.
2. Complete the online renewal application.
3. Upload your continuing education certificates of completion.
4. Pay the $60.00 renewal fee online. All fees are nonrefundable.

You may renew up to 60 days before your expiration date. Renewals submitted after the expiration date but within the 30-day grace period incur a $60.00 late fee. After the grace period expires, the license becomes inactive and you must apply for reactivation.

Continuing Education Requirements

Iowa requires continuing education for all biennial renewals, except the first renewal after initial licensure. CE requirements scale with the number of active licenses held:

• One active license: 6 hours total — minimum 4 hours in your practice discipline + minimum 2 hours in Iowa laws, rules, and infection control.
• Two active licenses: 10 hours total — minimum 4 hours each (8 hours total) in each discipline + 2 hours in laws/infection control.
• Three active licenses: 14 hours total — minimum 4 hours each (12 hours) + 2 hours in laws/infection control.
• Instructors add-on: An additional 6 hours in teaching methodology per renewal cycle.

Iowa's Board does not pre-approve CE providers. It is your responsibility to verify that a course meets requirements before attending. Retain CE certificates for four years after renewal — a random percentage of licensees are audited each cycle.

Inactive License Reactivation

If your license lapses beyond the grace period, it becomes inactive. You cannot practice in Iowa with an inactive license. To reactivate:

• Fee: $120.00 reactivation fee (licenses); $144.00 (establishments)
• Inactive 5 years or less: Complete 6 CE hours per active license within 2 years prior to application.
• Inactive more than 5 years: Complete 12 CE hours per active license within 2 years prior to application.
