Idaho State Board of Cosmetology

Unlike states that run cosmetology licensing as a stand-alone agency, Idaho houses the Barber and Cosmetology Services Licensing Board (BCB) inside DOPL, the umbrella division that administers dozens of Idaho's occupational and professional boards. The BCB licenses and disciplines six personal-service disciplines — barbering, barber-styling, cosmetology, electrology, esthetics, and nail technology — along with instructors, apprentices, salons and barbershops (primary, contiguous, and mobile), retail cosmetics dealers, and barber and cosmetology schools.

DOPL's headquarters and the BCB's mailing address is 11341 W. Chinden Blvd., Building 4, Boise, ID 83714. DOPL also maintains satellite offices in Coeur d'Alene and Blackfoot, though all barber and cosmetology licensing activity — applications, renewals, license lookups, and complaints — is handled through the Online Services portal at edopl.idaho.gov rather than in person.

Idaho sets statutory minimum training hours for each personal-license discipline: 1,600 school hours (or 3,200 as an apprentice) for cosmetologists, 900 hours (or 1,800 as an apprentice) for barbers, 1,500 hours (or 3,000 as an apprentice) for barber-stylists, 600 hours (or 1,200 as an apprentice) for estheticians and electrologists, and 400 hours (or 800 as an apprentice) for nail technicians. DOPL is in the middle of transitioning the board from annual to a two-year renewal cycle that will ultimately run on the licensee's birthday for individuals or the original issue date for businesses, and Idaho does not require continuing education to renew.

Idaho is in the process of moving every barber and cosmetology license from an annual to a two-year (biennial) renewal cycle. Under the transition that began July 1, 2026, individual licenses will ultimately expire on the licensee's birthday and business licenses on their original issue date. Current licensees are being shifted onto the new cycle based on their birth year (or original licensure year) being even or odd, so the exact year a given license first renews biennially depends on that schedule rather than being the same for everyone at once.

Renewal is handled entirely online through the Online Services portal at edopl.idaho.gov — there is no in-person or mail-in renewal option. The board allows licensees to renew up to 60 days before their license expires. New applicants are issued at least a two-year license from the start, with no partial-year proration tied to birth year.

As of July 1, 2026, individual licenses (barber, barber-stylist, cosmetologist, electrologist, esthetician, and nail technician) renew for $60 on the two-year cycle, or $30 for a single-year renewal during the transition period. Instructor licenses renew for $70 biennially ($35 annually), establishment and retail cosmetics dealer licenses for $50 biennially ($25 annually), and school licenses for $720 biennially ($360 annually). Idaho does not require continuing education hours to renew any of these licenses.

A license that lapses can generally be reinstated by paying a $35 reinstatement fee along with the standard renewal fee through the Online Services portal. Licensees who cannot afford the new two-year renewal fee up front are directed to call the board at (208) 334-3233 to discuss options.

The Idaho Barber and Cosmetology Services Licensing Board investigates complaints against licensed barbers, barber-stylists, cosmetologists, electrologists, estheticians, nail technicians, instructors, apprentices, salons, barbershops, retail cosmetics dealers, and schools. Complaints can be filed by anyone — a client, co-worker, another licensee, or a member of the public — through the Online Services portal, and DOPL first screens each submission to confirm the board has jurisdiction and that the allegations could involve a violation of the board's laws or rules.

If a case moves forward, a neutral DOPL investigator who is not a licensee or board member gathers facts, interviews the parties and witnesses, and collects documentation or other evidence, giving the licensee a chance to respond. If the investigation turns up clear and convincing evidence of a violation, the board's prosecutor may offer a negotiated Stipulation and Consent Order or file a formal Administrative Complaint, which sends the case to an independent hearing officer for an evidentiary hearing before the board issues a Final Order.

Licensees under investigation are entitled to consult or be represented by an attorney at any stage, and every Final Order carries appeal rights under the Idaho Administrative Procedures Act. Throughout the process, all correspondence with the hearing officer or board must also go to the opposing party, since board members are barred from discussing case details outside the formal record.
