Arizona State Board of Cosmetology

Arizona is unusual among states in that it regulates barbering and cosmetology through one consolidated board rather than two separate agencies. The Arizona Barbering & Cosmetology Board (BCB) licenses and disciplines barbers, cosmetologists, hairstylists, aestheticians, nail technicians, instructors, eyelash technicians, salons, suites, and schools across the state.

The board's office is at 1740 W Adams St, Suite 4400, Phoenix, AZ 85007. The BCB does not offer walk-in, in-person service at its office; all licensing, renewal, and complaint activity is handled through its online licensing portal, which moved to a new system on February 24, 2025. Every licensee, including those who held an account under the old system, must create a fresh account to renew, apply, change a name, or file a complaint. The board does hold quarterly in-person service days in Phoenix, Tucson, and Flagstaff for licensees who need hands-on help.

Phone support runs Monday through Friday, generally 8 AM to 4:30 PM, with the call center opening at 9 AM on Wednesdays and closing for lunch from 12 to 1 PM daily. The board is closed weekends and state holidays. Applicants without a phone question can use the secure contact form on the board's website, and the board aims to respond to submissions within three to five business days.

Arizona recognizes five personal license disciplines: Cosmetology, Barbering, Hairstyling, Aesthetics, and Nail Technology, each with its own training-hour minimum. The board also issues Instructor licenses, Eyelash Technician registrations, Establishment licenses for salons and suites, and School licenses. Personal licenses renew every two years on the licensee's birthday rather than on a shared statewide date, and Arizona does not require continuing education for renewal.

Every Arizona personal license runs on a two-year cycle that ends on the licensee's birthday. Because of this, a first-time license is not always valid for a full two years — it expires on the licensee's second birthday after issuance, whichever comes first, so a license issued shortly before a birthday may only be valid for about a year before its first renewal is due.

Renewal is not automatic and is not instant. The renewal window opens 60 days before the license expires, and all renewals are submitted through the board's online licensing portal. Renewing applicants log in (or create a new account if they haven't used the portal since it relaunched in February 2025), confirm their contact information, upload a current passport-style photo if one isn't already on file, and provide proof of U.S. citizenship or lawful presence — a passport, Arizona driver's license, or a birth certificate paired with photo ID. Payment is accepted by Visa, Mastercard, or Discover.

Board staff review every renewal submission before approving it, and that review can take up to four weeks, so the board recommends starting well before the expiration date. Arizona does not require continuing education hours for cosmetology-side or barbering license renewal.

A license that has lapsed for five years or less can typically be reactivated by paying the back-renewal and late fees through the portal. A license expired for more than five years is marked suspended, and reactivating it requires retaking both the written and practical licensing exams in addition to paying back-fees.

The Arizona Barbering & Cosmetology Board investigates complaints against licensed barbers, cosmetologists, hairstylists, aestheticians, nail technicians, instructors, registered eyelash technicians, salons, suites, and schools. The board acts on issues such as health and sanitation violations, unlicensed practice, false advertising, and other unsafe or illegal conduct, but it does not handle general customer-service disputes or complaints unrelated to licensing law.

Complaints are filed online through the board's licensing portal rather than by phone or mail. A complainant creates a portal account using their legal name, selects "File a Complaint," and provides details about the licensee, business, and incident. Anonymous complaints are not accepted — Arizona law requires anyone reporting a possible violation to identify themselves, though that identity is generally only disclosed as part of a formal investigation or enforcement action.

Once filed, the board reviews the complaint for jurisdiction and may conduct inspections, request documentation, or interview the parties involved. Outcomes range from no action to corrective requirements, fines, probation, or license suspension or revocation, and complainants can track the status of their case through the portal.
