Verify a License ↗How to Get a Barber License in Hawaii
Hawaii licenses barbers through the Board of Barbering and Cosmetology, part of the Department of Commerce and Consumer Affairs' Professional and Vocational Licensing Division.
The Requirements
- Be at least 16 years old.
- Be a high school graduate or possess an education equivalent to the completion of high school.
- Complete at least 1,500 hours of barber school or 3,000 hours of apprenticeship training.
- Pass the licensing examination.
Hawaii Has No Reciprocity With Anyone
This is the single most important thing to know before moving to Hawaii as a barber. The Board's answer is unambiguous: licensees from other states or jurisdictions must qualify and apply for a Hawaii barber licensure. The Hawaii Board has no reciprocal arrangements with any other board of barbering.
There is no endorsement pathway, no universal recognition, and no shortcut for an experienced barber. What your existing licence can do is help satisfy the training requirement: experience as a licensed barber in another state or jurisdiction of more than 6 months may be used towards the 1,500 hours, subject to Board evaluation.
You Can Work While You Wait
Once you complete the barber licence application and qualify for the examination, the Board grants a temporary permit allowing you to work and train under the supervision of a qualified licensee while waiting to take and pass the examination.
The timing matters: you must apply for the temporary permit at the time you submit your licence application. It is not something you can request later once you realise the wait is long.
No Residency Requirement
You do not have to be a Hawaii resident. You must, however, be a U.S. citizen, U.S. national, or an alien authorised to work in the United States.
How Long Issuance Takes
Completed applications are reviewed and approved by the Licensing Branch, then ratified by the Board at its monthly meetings. If approved, your licence card arrives about 2 to 3 weeks after the meeting and your wall certificate about 4 to 6 weeks after it. Build the meeting schedule into your timeline.
Training Requirements
Hawaii requires 1,500 hours of barber school or 3,000 hours of apprenticeship training — a clean 2:1 ratio between the two routes. A combination of school and apprentice training may be acceptable, subject to the Board's evaluation.
Out-of-State Experience Counts Toward the Hours
If you have worked as a licensed barber in another state or jurisdiction for more than 6 months, that experience may be used to satisfy the training requirement. This is the only meaningful concession Hawaii makes to out-of-state barbers, since it grants no reciprocity at all. It is an evaluation, not an entitlement — the Board decides how much of your experience counts.
Hairdresser Training Counts, But Not the Razor
Hawaii is one of the few boards to spell out exactly where cosmetology training falls short of barbering, and the answer is the razor:
So a Hawaii hairdresser converting to barbering gets credit for the hair work and must still acquire the razor training separately. The razor is the line between the two trades in Hawaii, stated by the Board in its own words.
How Barbering Compares to Hawaii's Beauty Operator Licences
The Board also issues a Beauty Operator licence in four categories, and the hours put barbering in context:
- Barber — 1,500 school hours or 3,000 apprenticeship hours
- Cosmetologist (hairdressing, esthetics, nail technology) — 1,800 school hours or 3,600 apprenticeship hours
- Hairdresser (all aspects of hair services) — 1,250 school hours or 2,500 apprenticeship hours
Barbering sits between the two: 250 hours longer than hairdressing, 300 shorter than full cosmetology.
One asymmetry worth noting on the beauty operator side: one year of experience as a licensed beauty operator satisfies that licence's general education requirement. The barber licence has no equivalent — the high school requirement stands regardless of experience.
Barber Exam Requirements
Hawaii changed testing vendors on 1 January 2026. If you are working from older guidance — including the Board's own FAQ document, which still names Prometric — it is out of date.
PSI Replaced Prometric
A DCCA memorandum dated 12 December 2025 confirmed that effective 1 January 2026, PSI Services, LLC became the testing vendor for the Barber Styling Theory Examination, along with the cosmetology, electrology, esthetics, hair design, instructor and nail technology theory examinations.
The transition brought a real practical improvement. Examinations may now be scheduled at any of PSI's nearly 400 test centres nationwide, including locations on Oahu, Hawaii Island, Maui, and Kauai. Previously candidates were funnelled to a single Honolulu site at Pauahi Tower on Bishop Street. Neighbour-island candidates no longer need to fly to test.
The memo also noted that while scheduling opened on 1 January 2026, the earliest available test dates were mid-January 2026 or later.
You Have One Year, and Only One Temporary Permit
This is Hawaii's hardest deadline. You have one year to pass the examination and may reschedule within that window. If you do not pass within the year:
- You must submit a new application with the Board; and
- You will not be issued a new temporary permit.
Since the temporary permit is what lets you work under supervision while unlicensed, running out the year does not merely reset the paperwork — it stops you working.
Testing From Outside Hawaii
If you live outside Hawaii, send a written request to the Board along with your licence application for approval to test elsewhere. You are responsible for any additional costs, and test locations are limited to sites at which the testing service has a secured office.
Applying After You Pass
Hawaii runs examination and licensure as separate stages. On passing, the Board notifies you and provides information on how to apply for the barber licence, and the required licensing fees as noted on your "Fees Due" notice must be remitted at that point.
How to Renew Your Hawaii Barber License
All Hawaii barber licences expire on 31 December of each odd-numbered year, regardless of when they were issued — a fixed statewide biennial date.
Watch Your Address of Record
Hawaii still runs renewal on paper notices. Renewal forms are mailed to the address of record at least one and a half months prior to the expiration date, and the Board stresses that you should notify it immediately when you change address so forms reach you.
The Board is equally clear that this is your problem, not theirs: if you have not received a renewal form by the end of November of an odd-numbered year, contact the Licensing Branch on (808) 586-3000 to obtain one. Failure to receive a renewal form does not relieve you of the responsibility of timely renewal.
No Continuing Education
The Board's answer is a flat no: a barber does not have to take any continuing education in order to renew the licence.
Fees Are Quoted, Not Published
Hawaii does not publish a barber fee schedule on a public board page. The Board's practice is to send a "Fees Due" notice setting out the required licensing fees, which must be remitted at that time. We have therefore left the application and renewal amounts unstated here rather than repeat figures from an unofficial source — check MyPVL or contact the Licensing Branch.
One fee the Board does publish: a licence verification costs $15, requested in writing, with a cheque or money order payable to Commerce and Consumer Affairs in U.S. funds drawn on a U.S. bank.

The Razor Defines the Barber Licence
Hawaii states the boundary between barbering and hairdressing more plainly than almost any other board: only barbers are trained and are allowed to use a razor. A hairdresser's training is accepted towards barbering hours, but the razor component must be gained through barber training specifically.
That single sentence tells you what the Hawaii barber licence is for. If your work involves a razor, this is the credential; if it does not, the hairdresser licence is 250 hours shorter.
Where a Licence Is Required
Hawaii licenses premises separately from people. A Barber Shop licence is distinct from a Beauty Shop licence, so a shop offering barbering is licensed as such rather than folded into a general salon registration.
Apprentices Are Licensed Too
The Board issues a combined Barber and Cosmetology Apprentice licence, which is the credential covering the 3,000-hour apprenticeship route into barbering.
The Closed Door on Out-of-State Licences
It bears repeating as a scope matter rather than merely a paperwork one. Hawaii recognises no other jurisdiction's barber licence. However long you have practised elsewhere, your Hawaii scope of practice begins only when Hawaii issues you a licence — and to get one you must satisfy Hawaii's training requirement and pass Hawaii's examination. Prior experience of more than six months helps you meet the hours; it does not stand in for the licence.
