South Carolina barbers answer to the Board of Barber Examiners at llr.sc.gov/bar, part of the Department of Labor, Licensing and Regulation and separate from the SC Board of Cosmetology. The governing law is S.C. Code of Laws Title 40, Chapter 7.
One Credential, Two Names
South Carolina lists the entry licence as Registered Barber / Master Hair Care Specialist — a single set of requirements under two titles.
The Requirements
- Possess at least a 9th grade education or its equivalent;
- Submit a student permit application with the required documents;
- Pay the prescribed fee of $35;
- Successfully complete 1,500 hours in a Board-approved barber college or school, or 1,920 hours of on-the-job training in a licensed barbershop under the supervision of a licensed barber instructor; and
- Register for and pass the NIC examination, theory and practical.
The Apprenticeship Route Is Barely Longer
This is South Carolina's most distinctive feature. Most states charge double for the shop route — Delaware 3,000 against 1,250, Hawaii 3,000 against 1,500, Mississippi 3,000 against 1,500.
South Carolina asks for 1,920 hours against 1,500: just 420 extra hours, a premium of 28%. If you would rather learn behind a chair than in a classroom, South Carolina makes that a genuinely comparable choice.
Note the supervision requirement though: the on-the-job training must be under a licensed barber instructor, not simply a licensed barber.
A Ninth-Grade Education
South Carolina sets the bar at the 9th grade — between the eighth grade used by Connecticut, Oklahoma and Pennsylvania and the tenth grade used by Alabama, Michigan, Nebraska and New Mexico.
Get the Student Permit First
The student permit application and its $35 fee come at step two, before the hours. As in North Carolina, registration precedes training.
Training Requirements
South Carolina offers 1,500 hours in a Board-approved barber college or school, or 1,920 hours of on-the-job training in a licensed barbershop.
Your Shop Supervisor Must Be an Instructor
The on-the-job route requires supervision by a licensed barber instructor. And becoming a barber instructor in South Carolina is not quick:
- You must be licensed for three years as a registered barber or master hair care specialist; and
- One year of apprenticeship does not count towards years of licensure.
That second clause matters. Time spent as an apprentice is not licensed time, so the three-year clock starts when you are licensed, not when you started training. The pool of eligible shop supervisors is correspondingly limited.
Instructors must also register for and pass the NIC examination, theory and practical.
The Barber Assistant Licence
South Carolina issues a much narrower credential for shampooing and manicures:
- Be at least 16 years old;
- Submit a student permit application and pay $35;
- Complete 240 hours of training in shampooing and manicures; and
- Pass the Barber Assistant Exam.
At 240 hours it is a realistic entry point into a barbershop for someone not ready to commit to 1,500.
Hair Braiders Register Rather Than Licence
Hair braiding sits outside the barber licence entirely:
- Submit a hair braider registration application;
- Pay $25;
- Complete a six-hour online course on health and sanitation; and
- Pass the online exam with 70%.
Six hours and $25 — one of the lightest-touch braiding regimes in the country, and entirely online.
Barber Exam Requirements
South Carolina uses the National Interstate Council (NIC) examination, theory and practical, for registered barbers, master hair care specialists and barber instructors alike.
The NIC Exam Is the Gatekeeper for Reciprocity Too
This is the point most likely to affect an incoming barber. South Carolina's reciprocity requirements state:
Holding a valid licence elsewhere is not enough. If your state used its own examination rather than the NIC papers — as Arkansas, Kentucky, Louisiana, Nebraska, Nevada and others do — you will be testing in South Carolina.
Apprentice Licences Are Not Recognised
Stated flatly in the reciprocity requirements: South Carolina does not accept "Apprentice" licenses.
That closes the door on incoming apprentices from the several states that issue apprentice credentials as practising licences — Kentucky, Nevada, North Carolina and Rhode Island among them.
What Your Old State Must Send
The verification of licensure must come from the state where you are currently licensed, by mail or email to Boardinfo@llr.sc.gov, and must display:
- the type of examination passed;
- the status of the licence;
- the licence number; and
- disciplinary status, if applicable.
The first item is the one that decides whether you test again. Reciprocity applicants also need the 9th grade education.
How to Renew Your South Carolina Barber License
South Carolina barber licences are administered by the Board of Barber Examiners within LLR, which handles applications, examinations, renewals and inspections.
Fees the Board Publishes
- Student permit — $35 (for the registered barber / master hair care specialist route and for the barber assistant route)
- Hair braider registration — $25
- Barbershop — $250
The Board does not publish an individual barber licence or renewal fee on its licensure page. We have left the renewal amount unstated here rather than repeat a figure from an unofficial source.
No Continuing Education
The Board's published licensure requirements set out no continuing education obligation for renewing a barber licence.
If You Own the Shop
A barbershop licence costs $250 and requires four things beyond the application:
- Documented proof of the federal tax identification number (EIN);
- Designation of a licensed registered barber, master hair care specialist or barber instructor as the manager, who will be responsible for compliance with barber statutes and regulations;
- A satisfactory inspection — the licence issues only after it; and
- The fee.
The manager designation is the substantive one: someone licensed has to carry personal responsibility for the shop's compliance.
Opening a School Means Appearing Before the Board
For a barber college or school, the Board notes plainly: Board appearance is required. A paper application is not sufficient.
What a Barber Can Do in South Carolina
South Carolina requires a current registration and/or licence to engage in professional barbering and barber-related services, as defined in S.C. Code of Laws Title 40, Chapter 7.
Five Credentials, One Board
- Registered Barber / Master Hair Care Specialist — 1,500 school hours or 1,920 on-the-job hours, plus NIC theory and practical
- Barber Instructor — three years licensed, plus NIC theory and practical
- Barber Assistant — Shampoo/Manicurist — age 16, 240 hours, Barber Assistant Exam
- Hair Braider — registration, a six-hour online health and sanitation course, and a 70% online exam

The Ladder Into a Barbershop
South Carolina's structure gives an unusually clear progression. At 240 hours you can work as a barber assistant doing shampooing and manicures. At 1,500 hours (or 1,920 in a shop) you become a registered barber. After three years licensed, you can qualify as an instructor and supervise others' on-the-job training.
Hair Braiding Is Registered, Not Licensed
Braiders complete a six-hour online course on health and sanitation and pass an online exam at 70% for a $25 registration. The entire process can be completed remotely, and it sits wholly outside the barber licence.
Someone Must Be Accountable for the Shop
Every barbershop must designate a licensed registered barber, master hair care specialist or barber instructor as the manager, responsible for compliance with Barber statutes and regulations. Ownership and compliance responsibility are separated: the owner need not be licensed, but the designated manager must be.
Inspection Precedes the Licence
A barbershop licence will be issued upon a satisfactory inspection — the inspection is a condition of issue rather than a follow-up after opening.
