Hawaii Esthetician License Requirements

Hawaii licenses estheticians as a “Beauty Operator” in the esthetician category, regulated by the DCCA Board of Barbering and Cosmetology. You can qualify through beauty school training or an apprenticeship, then must pass the Prometric licensing exam.

1. Meet the basic eligibility requirements. You must be at least 16 years old, a U.S. citizen, national, or authorized to work in the U.S., and a high school graduate or equivalent (1 year of experience as a licensed beauty operator can satisfy the education requirement).
2. Complete your training. Finish 600 hours at a licensed beauty school in the esthetics curriculum, or complete 1,200 hours in an apprenticeship under a licensed beauty operator. School and apprenticeship hours can be combined at a 2:1 (apprenticeship:school) ratio if the training is less than 3 years old.
3. Submit your license application. Mail your application with the non-refundable $20 application fee to the DCCA PVL Licensing Branch, or deliver it to the King Kalakaua Building in Honolulu.
4. Register for the exam with Prometric. Once notified that you qualify, register directly with Prometric at prometric.com/exams/hbbc. Exams are offered three times a year, generally in January, May, and October.
5. Pass the exam and receive your license. Approved applications are ratified at the Board's monthly meeting; license cards typically arrive 2–3 weeks after that meeting.

Hawaii requires 600 hours of beauty school training in the esthetics category, or 1,200 hours in a registered apprenticeship under a licensed beauty operator, per HRS chapter 439 and the Board’s apprenticeship and school curricula.

• Beauty school path: 600 hours covering theory (anatomy, physiology, product knowledge, chemistry, bacteriology, sanitation), shop management and hygiene, facials and massage technique, hair removal, make-up application, and hands-on client services.
• Apprenticeship path: 1,200 hours of training and direct supervision at a licensed beauty shop, at not less than 20 hours per week, completed within 42 months of registration.
• Combination path: School and apprenticeship hours can be combined; 2 apprenticeship hours count as 1 school hour, provided the training is not more than 3 years old. The Board may discount hours earned through overlapping combination training.

Barber training hours may also be credited toward the hairdresser category at the Board’s discretion, and out-of-state training is evaluated for substantial equivalency when applying under experience in another jurisdiction.

Hawaii’s licensing exam is administered by Prometric, the Board’s designated testing agency.

Registration

After your license application is approved for examination, register directly with Prometric at prometric.com/exams/hbbc or call (866) 773-1114. You are responsible for paying exam fees directly to Prometric.

Format and Schedule

The exam is computer-based on Oahu and Hawaii Island, and offered in written format on Kauai and Maui. Written examinations are typically scheduled three times a year — January, May, and October.

Retakes

If you don’t pass, you have one year from your original application date to retake and pass the exam. If you don’t pass within that year, you must submit a brand-new application and will not be issued another temporary permit.

Out-of-State Testing

If you live outside Hawaii, you can request in writing to take the exam at another location where Prometric has a secured testing office, subject to Board approval and any additional costs.

All Hawaii beauty operator licenses, including estheticians, expire on December 31 of every odd-numbered year, regardless of when they were issued. Renewal forms are mailed to your address of record about 6 weeks before expiration; if you haven’t received one by the end of November of the renewal year, contact the Licensing Branch at (808) 586-3000. Renew online through the MyPVL portal. A recent renewal cycle totaled $72 (a $22 license fee plus a $50 Compliance Resolution Fund fee); confirm your current renewal amount on your Board notice, as DCCA periodically adjusts the Compliance Resolution Fund portion.

Continuing Education

Hawaii does not require continuing education to renew an esthetician (beauty operator) license.

License Verification

To request written verification of your license, submit a request to the Board along with a $15 verification fee, payable to Commerce and Consumer Affairs.

Hawaii defines the esthetician scope of practice in HRS § 439-1. A licensed Hawaii esthetician may, for compensation, use their hands, nonmedically prescribed mechanical or electrical apparatus, or cosmetic preparations, antiseptics, tonics, lotions, or creams to:

• Massage and skin treatments: Massage, cleanse, stimulate, manipulate, exercise, beautify, or do similar work on the scalp, face, neck, hands, arms, bust, upper body, legs, or feet
• Full-body treatments: Cleanse, exfoliate, wrap, or do similar work on the entire body without direct hand contact, using gloves, loofah mitts, or brushes
• Hair removal: Remove superfluous hair from the body by means other than electrolysis

Hawaii cosmetology practice, including esthetics, may only be performed by a duly licensed person working out of a licensed beauty shop, with limited statutory exceptions. Verify any practitioner through DCCA’s MyPVL online license search.
